Is the agreed meeting not important enough to them, you wonder? The truth, however, lies in an intercultural misunderstanding.

When the German makes an appointment, the focus is on the other party, the person waiting. He puts his energy into not making the other person wait for him, because in Germany it is considered impolite. Those who deliberately make others wait for them take themselves too seriously and seem selfish.

In many other cultures, the appointment is ultimately just as important, but there are plenty of distractions along the way. You meet neighbours with whom you want to exchange a few words or quickly help a friend with a favour. In relationship- and family-oriented cultures, you want to please everyone equally. Turning someone away for a few minutes would be unthinkable. However, this is not a big deal with like-minded people, because the other person does not expect to arrive on time and is probably also busy.

It is only unfavourable when the cultures overlap and one has no understanding for the other.

When a German says a certain time, he usually means exactly that time.
